Team Composition:
Key expert 1: Team Leader – Legal Expert
- Qualifications and skills:
- Master's Degree in Law or similar;
- General Professional Requirements:

12 years experience in the improvement of an institutional structure of vocational education training (VET) and higher education (HE);

Experience in registration, monitoring and evaluation systems and capacity building;

- Specific Professional Requirements:
- 5 years of experience in similar projects (both theoretical and practical) in the legal and Institutional aspects of accreditation of research institutions and of internal & external quality assurance processes of doctoral studies;
- Experience in writing assessment reports and in drafting rules in the educational sector;
- 3 work experiences in conducting trainings in the areas of accreditation of research institutions and of internal and external quality assurance at doctoral studies level;
- Asset: Experience working in Azerbaijan / Experience working with the Supreme Attestation Commission (SAC);
Key expert 2: Trainer
- Qualifications and skills:
- Master's Degree in Law or similar;
- General Professional Requirements:
- 6 years of experience in the improvement of an institutional structure of vocational education and training (VET) and higher education (HE);
- Specific Professional Requirements:
- 3 years of experience in similar projects (both theoretical and practical) in the legal and Institutional aspects of accreditation of research institutions and of internal & external quality assurance processes of doctoral studies;
- 2 work experience in conducting trainings in the areas of accreditation of research institutions and of internal and external quality assurance at doctoral studies level;
- Asset: Experience working in Azerbaijan / Knowledge of Azerbaijani language / Experience working with the Supreme Attestation Commission (SAC);
Key expert 3: IT Specialist
- Qualifications and skills:
- Master's Degree in Computer Science
- Knowledge of Azerbaijani language
- General Professional Requirements:
- 6 years of experience in digitalisation of accreditation processes of research institutions;
- Specific Professional Requirements:
- 1 working experience in writing proposals on digitalization of the accreditation process of research institutions on a web-based platform;
- Asset: Experience working in Azerbaijan.
