Team Composition: 

Key expert 1: Team Leader – Expert in Public Health

• Qualifications and skills:  
  • Master's Degree in Public Health, Human science, Social science or similar; 

• General Professional Requirements:
  • 12 years of experience in strategic planning and management of publich health systems 8of which miminum 4 years abroad). Knowledge of different aspects for reinforcing health systems;
  • Desirable: be part of a public health teaching organism.
•  Specific Professional Requirements:
  • 5 experiences in the field of management and coordination of formulation mission or monitoring and evluation;
  • Experience in territorialization of health systems (services regionalisation, territorial hospital grouping);
  • Knowledge of sector budget support procedures financed by the EU;
  • Desirable: Experience in a country with a development context similar to that of Morocco (according to the level of the Human Development Index).

Key expert 2: Economist and Health financing

• Qualifications and skills:  
  • Master's Degree in one of the following fields: economics of health / social economy, health financing, economy, management. 

• General Professional Requirements:
  • 12 years experience in strategic planning and organization and financing health systems, including at least two internationally.
• Specific Professional Requirements:
  • Specific experience (3 minimum projects) in terms of implementation, and / or monitoring of programs in thehealth financing sector (Analysis of the budget and expenditure of health
    national, central and regional / provincial level and / or Comparison analysis cost-benefit or cost efficiency of various components of programs or systems public health and / or Evaluation or analysis of the costs and impact of programs of public health by different types of actors (public, private and / or civil society);
  • Desirable: Proven knowledge of EU procedures (budget support, monitoring of performance indicators
    performance more particularly).

Key expert 3: Quality assurance in healthcare equipment

• Qualifications and skills:  
  • Master's Degree in Engineer biomedical, IT specialist, architect specializing in hospital structures.

• General Professional Requirements:
  • 12 years of experience, including an international part (2 years minimum), in monitoring and implementation work of medical and biomedical equipment and / or development and implementation
    business-oriented information and management systems.
• Specific Professional Requirements: 
• At least two experiences in monitoring or evaluation of supply contracts in the sectorof health;
• Desirable: Experience in a country with a development context similar to that of Morocco (according to the level of the Human Development Index)
