Mid-term evaluation of the EU-China project on Occupational Health and Safety in High Risk Sectors


The EU-China project on Occupational Health and Safety in High-Risk Sectors is an EU funded project in the field of Occupational Safety and Health (OSH) which lasted from April 2012 to April 2016. China's OSH are reasonably well developed but their enforcement is not effective. Departments, organisations and enterprises generally attach more importance to production rather than prevention of accidents and occupational diseases. A large number of Chinese companies are already moving towards a more systematic approach to risk assessment, however, they tend to be complex and difficult to apply. Furthermore, limitations in staffing and capability hamper successful enforcement.

The aim of the project was to assess the achievements and short-comings of the project to date, with regard to relevance, design, efficiency, effectiveness, impact and sustainability of the various interventions under the two components 1) support to capacity-building for policy formulation, regulatory strengthening and more effective inspection systems; and 2) training.
