The obejective of this project is to guide budget support disbursements to the Development, Protection and Social Inclusion Plan of El Salvador of the European Union. More specifically:

• Verify the existence of the conditions established in the Budget Support Agreement for the Development, Protection and Social Inclusion Plan, in force between the Republic of El Salvador and the European Union. This includes verifying the progress of the policy and the results presented by the Government of El Salvador for the performance in 2019 of the indicators related to disbursements.

Our experts will deliver the following services:

• Policy framework: adequacy with its objectives, challenges and with national commitments and international / SDGs, in particular also those related to equality of gender (possible alignment of the Social Plan with the goals included in the SDG 5), including compliance with the Equality, Equity and Eradication Law of Discrimination against Women;
• Verify the progress in the implementation of the Social Plan and results obtained in 2019 and 2020 until the mission deployment date;
• Verify the financing of social policy;
• Verify institutional capacity (including knowledge and sensitivity to gender and human rights approaches), institutional ownership and coordination;
• Verify the monitoring systems of the Social Plan, use of the information for evidence-based decision making, disaggregation of the indicators for the analysis of the different population groups, use of reports for accountability and data quality analysis;
• Verify the mechanisms of social participation, communication and public visibility of the policy;
• Identify possible results / expected progress in the policy analyzed that could / should have taken place in 2021.
