AESA Hungary (previously HYDEA) on behalf of Directorate General for Audit of European Funds has been providing second level audits of international cooperation programmes since 2011.

In the course of the audit both system and project audits are performed. The audits are carried out in accordance with the international accounting standards, the guidelines of the European Commission and the relevant legislation.

In the frame of the system audits, assessment of the management and control systems of the programmes are carried out with special regards to the focus of areas determined by the Audit Authority.

The objective of the audits on operation (project audits) is to establish whether the payment of expenditure certified to the European Commission in the reference period was regular, furthermore to establish whether the project has been implemented in line with relevant legislation, internal rules of procedure and subsidy contracts, and with the audit trail.

At present audits are performed regarding the following 5 cooperation programmes, altogether in 17 countries:

• South East Europe Transnational Cooperation Programme
• Hungary-Slovakia Cross-border Cooperation Programme 2007-2013
• Hungary-Romania Cross-border Cooperation Programme 2007-2013
• Hungary–Croatia Cross-border Cooperation Programme 2007-2013
• Hungary–Serbia Cross-border Cooperation Programme 2007-2013
